"Every human being has the right to submit an application to have the status of refugee or international protection," said European Commission spokesman Dennis Abbott. The EU is aware of the rejection to Libya of a boat with 75 Eritrean and Somali refugees, including 15 women and 3 children, and will send a request of information to the two countries involved, Italy and Malta.
"The principle of non-refoulement, as interpreted by the European Court of Human Rights, essentially means that states must refrain from rejecting a person directly or indirectly, where he would run the real risk of being subjected to torture or punishment or inhuman and degrading treatment" said on 15 July the EU Justice Commissioner Jacques Barrot. "Furthermore, states can not reject refugees at the frontiers of territories where their life or freedom would be threatened on account of their race, religion, nationality, membership in a particular social group or political opinion. This obligation must be respected during the implementation of border controls."
Italy can not dismiss the Eritrean and Somali refugees, often Christians who have fled from persecution in their country and in Libya eventually are enslaved, persecuted, killed. Yet Italy does it anyway, against all treaties and all the international laws that our country has signed.
Against any moral decency and any Christian principle.
On September 2, Barrot will present a proposal to EU Commission stating that Member States have to voluntarily accept refugees temporarily residing in a third country other than that from which they fled. In this case Italy would be obliged to accept refugees from Eritrea and Somalia.
Among the immigrants rejected yesterday there were understandable scenes of despair, the refugees refused to board the Lybian boat, where they know what to expect. Detention centers even worse than ours, slavery, violence, death.
But the Interior Minister of Berlusconi's government, Maroni, said that the rejections will continue and denies that immigrants rejected were refugees. If they were, to reject them was a violation of international law. But if you reject them without checking if they are refugees then they aren't, because Maroni said so. He knows for sure but does not say how he knows.
No nation can reject refugees. It was never done by African nations, even when hundreds of thousands of people fled a country gripped by war or famine.
But Italy does it today, and it is also proud of it.
