
The italian security decree that makes illegal immigrants automatically criminals receives strong criticism from the Catholic Church. L'Avvenire, the newspaper of Bishops, speaks of punitive measures, and sometimes even persecution, in preventing de facto the illegals the recognition of their children, getting married, going to school, get medical care and police protection if needed. The government replies that the critics, like the Italian intellectuals who have launched an appeal against the return of racial laws, have not read the text well.
But the criticisms are made on the basis of a text that by law treats illegal immigrants as criminals, as often has been done on the media, in the vast majority controlled by Berlusconi. An enormous falsehood, because 90% of them is illegal just because they works illegaly and most of them also arrived regularly in Italy, but then lost their jobs.
The remaining 10% is not composed of dangerous and vicious criminals either, the vast majority had committed only minor offenses, such as minimum drug dealing, minor theft, sale of fakes products. And then there are the foreign prostitutes, mostly victims of trafficking in human beings, exploited both by those who put them on the street and by the Italians who pay them for sex, that now, even more than before, will be afraid to denounce their exploiters, fearing to end up in prison.
The meaning of this masterpiece is criminalizing 99 innocent to hit just 1 truly dangerous criminal. Who anyway lives in crime and so doesn't care if he is officially declared a criminal. If taken he would have to answer for crimes committed more than for being an illegal immigrant.
But of course, the decree has nothing to do with security, only the pretense of security. For real security you should fund the police instead of cutting their expenses, making justice more efficient instead of destroy it, address the problem of prisons that are bursting, search only for the real criminals and not shooting in the bunch. The decree is a stupid, useless and racist law.
These are the reasons for which all international organizations and associations that deal with human rights have already criticized it. L 'Ilo, the UN organization that deals with labor, has already censored Italy in March for failure to comply with the international convention that protects workers, an agreement Italy has signed. Soon will come a rebuke even more severe.
The European Union will examine the law, but Justice Commissioner Jacques Barrot said that "rules of automatic expulsion for whole categories are unacceptable." Mass expulsions which will never be implemented because virtually impossible to implement, apart from the social madness that would be to expel tens of thousands of female caretakers whose only fault has been to agree to work illegaly for the elderly Italians who can not afford the cost of work regularization.
The organization Everyone talks about the potential human tragedy, because the immigrants now no longer go to hospitals for fear of being reported: this could cause the spread of dangerous and deadly diseases such as tuberculosis, even in the Italian population. To say nothing of many other diseases, even worse, as the new flu virus and Ebola.
Amnesty International has issued a communiqué in which it is said that the decree undermines the basic human rights of migrants, and doesn't find any alternative to Temporary detention centers (which are now less and less temporary given that they can stay there up to six months and possibly even more).
The international Human Rights Watch notes that this law does not really solve any problem and simply promotes intolerance towards people who already live a very difficult life. HRW also criticizes the vigilante groups, which in this climate are "a recipe for disaster." The association states that the rejection in Libya and the aggravating of undocumented stay in the punishment of crimes constitute violations of international law on refugees and human rights.
But the government goes ahead on his path, regardless of any appeal to common sense and the reality of things. Racist propaganda has given votes to the Northern League and to Berlusconi and his voters evidently do not realize that propaganda will not really make them safer. It will only make this country more and more inhuman.
