Why a government should make a law like that? There are several possible answers and none is good. Because it's ignorant of the nature of the net. Because it has more care for the interests of companies than those of citizens. Because will use it for reasons of censorship. The law of which we speak is the new French law against "piracy" on the Internet passed by the French on the  insistence of Sarkozy government.

But now, at least in the English version, it could lose some of its freedom.

PirateBaydidnotcloseNewspaper, today, were ready to say: Pirate Bay (file sharing site), which was declared illegal, will close permanently. In turn, there were already people, on internet, who had tried to download the complete archive, to avoid losing a priceless heritage.
At the end the law did not win: a couple of hours and the world's most popular site of file sharing is again on the web.

Now, instead, they do much more. But sometimes children get "punished". So five italian students were reported for defamation via the Internet, because they had opened on Facebook a group against a former professor.

The competition for the domain .eco

In 2010 should appear the internet domain .eco, that probably will be used by environmental groups or companies that deal with renewable sources or other "green" products. But two different environmental groups are competing for the control of the new domain, with two quite different agendas.

Another law in France against users who share files protected by copyright, film, television and music, with peer to peer. The Sarkozy government does not give up after the rejection of the first attempt to punish the exchange of files by the Constitutional Council. The first system, called Hadopi, provided an administrative authority empowered to fine and suspend access to the net for the "guilty." But the Council stopped it.Unconstitutional because those who are accused of something must have a regular trial.

The web is free and people now take for granted that it is. It's free the information, free the use of search engines such as Google, free the social networks like Facebook and the sites that contain images or videos such as Youtube. It's also virtually free downloading contents protected by copyright, because now people see it as a thing not very different from listening radio or watching television.
